Each of the candidates has a wealth of experience in different fields which would well serve them as governor. A big differentiator is not simply past experience, but future plans. Most candidates intend to improve funding for education and further job growth in Utah.

What is it about your plan that is unique among all of the candidates?

Restore Constitutional Government in Utah

The past, present and future plan of Lawrence Rey Topham is unique. And the big differentiator is: As a private citizen, secretary of state, and acting governor of the State of Utah, I have been, I am, and I will continue to:

1. Restore constitutional government in Utah.
2. Fill all vacancies in the Legislature: 104 total.
A. 75 vacancies in the House of Representatives.
B. 29 vancancies in the Senate.
3. Fill all vacancies in the Executive Department, elective and appointive.
A. Governor (elective and vacant).
B. Auditor (elective and vacant).
C. Treasurer (elective and vacant.)
D. Attorney General (elective and vacant).
E. All appointive offices in all three branches of State government are vacant.
4. Fill all vacancies in the Judicial Department:
A. 5 Justices on the Utah Supreme Court (all are vacant).
B. All vacancies in the District Courts (all are vacant).
C. All vacancies in the offices of Justice of the Peace (All are vacant but one.)
5. Reorganized all of the counties in Utah, 28 counties are unorganized. One county, Salt Lake County, is partially organized.
6. Reorganize all cities and town in the 29 counties. One city, Salt Lake City, is partially organized. All other cities, and all towns are unorganized.
7. Uphold gold and silver coin of standard regulated value as lawful money of the United States and the only tender in payment of debts, and stop the making, issuing and circulating of any thing that is not gold and silver coin in Utah, pursuant to Article I, Sec. 10, of the U.S. Constitution.
8. Prosecute all persons who try to loan any Thing but gold and silver Coin to incur debt.
9. Prosecute all persons trying to collect any Thing but gold and silver Coin to pay debt.
10. Withhold the right to vote, own property, or hold public office from those in rebellion.
11. Hold the national debt void for lack of consideration by both lender and borrower.
12. Support, obey and defend the Constitution of the United States and of this State.

Stop Rebelling Against The Perfect Law of Liberty

I encourage all people in Utah and USA to cease their forty-year rebellion against the Constitution of the United States and the Constitution of Utah and that law which is constitutional by ceasing their use of any thing other than gold and silver coin as money, and as a tender for debts, so those who are of age might regain their right to vote, own property and hold public office under the Constitutions.

Stop Upholding The Secret Combination

If you continue to uphold the secret combination that seeks your destruction, Skull and Bones, to which both George W. Bush and John F. Kerry belong, you, by your own choice, will be destroyed with it. For God has declared that it will be so, if you do not repent. Republicans and Democrats are upholding that secret combination. Will you?

Teach By Example

Your only constitutional candidate for governor of the State of Utah, and perhaps, the only eligible voter in the State of Utah, and perhaps, in the United States of America, and the only state official who has filed an oath of office with the secretary of state and uses gold and silver coin as lawful money and the only tender in payment of debts.
